Know Your Community Services

Part 1: Town Services

This chapter covers services that are provided by the Town of Hanover and are citizen-funded through Town taxes and fees.

Police Department
Nicholas Giaccone, Chief. 911 emergency, 643-2222 non-emergency.
Locations:
The Police Department's mission is to "provide professional and compassionate police services through partnerships that build trust, reduce crime, create a safe environment and enhance the quality of life in our community."

The Police Department handles many urgent situations-including emergencies (call 911), bomb threats and suspicious packages, car accidents, criminal complaints (prowlers, shoplifters, motor vehicle violations, stalkers, etc.), domestic disputes and violence, motor vehicle violations, hazardous road reports (fallen trees, wires, etc), missing people reports, neighbor disputes, and vehicle unlocks (except trunks).

Other departmental services include: ammunition disposal, broken traffic lights, criminal records, domestic and wild animal control, facility tours, fingerprinting, lost and found, noise complaints, parking complaints (643-0742, ext. 115), public lectures and talks (Community Outreach Officer, 643-0742, ext. 116), Ride-Along Program (allows citizens to accompany police officers while performing their official duties), traffic control for special events, vacant residence checks, vehicle identification number inspections, and other general assistance.

Public Works Department
Peter Kulbacki, Director. 643-3327. Location: Route 120 near Buck Road
Hours: Monday-Friday, 7 am-3:30 pm; after hours, 643-2222.
The Hanover Public Works Department is composed of eight divisions.
  1. Administration: manages the department; conducts engineering and technical reviews; manages the privately-held Hanover Water Works Company; inspects subdivisions; and permits work in Town right-of-ways (that is, roads plus property 25 feet from center line of the roads).
  2. Buildings Division: maintains and repairs all Town buildings except school buildings.
  3. Fleet Division: procures and maintains all Town vehicles and equipment.
  4. Grounds Division: maintains all Town grounds (including athletic fields and cemetery) and all trees and shrubbery on Town property.
  5. Highway Division: maintains and repairs all roads (including traffic markings), bridges and drainage systems; issues driveway permits (required for new driveways).
  6. Sewer Line Maintenance and Construction Division: maintains sewer lines, issues excavation permits for connecting to the Town sewer system, inspects sewer connections before backfilling.
  7. Wastewater Treatment: treats all wastewater generated by customers hooked up to the Town sanitary sewer system, maintains sewage pump stations, receives notification of hazardous or toxic waste spills into sewer system (643-2362 or 643-2222), and answers billing and rate questions (643-0742, ext. 105).
  8. Water Treatment and Distribution: manages water treatment and distribution for the Hanover Water Works (a private company), maintains water lines, turns water on and off (643-3439), answers billing questions (643-3439), receives leak reports (643-3439, 643-3327, or 643-2222 after hours.)
In addition, this department handles recycling questions at 643-3327.

Senior Center
Gail Schaal, Coordinator. 643-5531. Location: 48 Lebanon Street
The Hanover Senior Center offers a monthly calendar of activities including classes, trips, and social events. Programs include a newsletter, parties, health clinics, lectures and short courses, and other activities. The Hanover Community Counselor is available to senior citizens for consultation, short-term counseling, medical insurance paperwork, and information about Upper Valley social services resources. The Senior Center is guided by a citizen committee, the Senior Citizen Steering Committee.

Tax Collection Office

The Tax Department collects three kinds of taxes: property tax, yield tax, and land use change tax. In addition, this office collects sewer rents and issues vendor permits. Call this office for information about taxes.

Town Clerk's Office

The Town Clerk's Office handles the following: voter registration and absentee ballots; car and boat registration; hunting, fishing, and dog licenses; landfill tickets and recycling bins; vital records (marriage licenses, copies of birth and death certificates); uniform commercial code filing; and ambulance bills. The Town Clerk's office, along with the elected Town Clerk, helps with elections.

Town Management
The Town Manager serves as the chief executive officer of the Town, overseeing its day-to-day operations, managing all its departments; reports directly to the Select Board; prepares all agenda items and policy recommendations for consideration by the Select Board; and generally insures that all Town operations respond to the needs of local citizens as effectively as possible. Citizens should contact this office with questions or comments for Select Board members, or for information regarding town ordinances (laws), outdoor activities permits, raffle permits, and copies of the Town Calendar and the Town Report.

The Town Manager works closely with Human Resources (Town employment) and Administrative Services (Town finance, accounting, management of information systems (MIS), and revenue collection).
